Summary

Paraguay has no comprehensive crypto-asset law; virtual currencies are not legal tender and are largely unregulated as financial instruments. The main binding rules are AML/CFT-based: SEPRELAD (the financial intelligence unit) brought virtual-asset activities under Law 1015/97 via Resolution 8/2020 and Regulation 314/2021, requiring VASP registration, KYC, monitoring and suspicious-transaction reporting. Legislative efforts to regulate crypto mining have not produced a comprehensive enacted law (a 2022 bill was vetoed), though mining is shaped by ANDE electricity tariffs and 2024 energy-theft penalties.
